The Ministry of Planning and International Cooperation

Previously known as the Ministry of Planning and Development, The formation of a new government in June 2003 and realizing the importance of enhancing the Ministry's role as the government's arm in its cooperation with regional and international donor agencies and countries, the  Ministry became in charge of Planning and International Cooperation (MPIC)  to give more emphasis on enhancing international cooperation with Yemen's donor partners across the spectrum.

 

MPIC will continue to  adhere to its previous mandate while putting more emphasis on international cooperation.  MPIC has the following mandate:

  • Resources synchronization versus development needs through putting in place overall socio-economic strategies and mobilizing the necessary domestic and external funding;

  • Undertaking socio-economic research, studies and development strategies;

  • Participating in defining the overall economic reform measures;

  • Reviewing and developing economic policies within the reform process;

  • Preparing short-term, medium-term and long-term macro-economic policies;

  • Analyzing sectoral and regional policies within the overall development strategies;

  • Preparing cooperation policies and plans with local and foreign NGOs;

  • Preparing human resource development policies based on market needs and future plans;

  • Preparing economic, technical and scientific cooperation plans and programs with bilateral countries, multilaterals and other agencies;

  • Preparing a plan for the national economy incorporating sectoral and regional plans;

  • Assist in private sector development within the economic reform process;

  • Participating in the preparation of fiscal and monetary budgets;

  • Identifying priorities for domestic and external lending for development projects and programs;

  • Distributing and allocating domestic and external financing for development priorities;

  • Providing technical advice on socio-economic affairs;

  • Assessing macro-economic, sectoral and regional performance;

  • Supporting and developing the nation’s statistical base;

  • Collecting and categorizing data for economic planning and analysis purposes;

  • Establishing an integrated data base serving development requirements;

  • Classifying and qualifying consultant firms in the country;

  • Representing the Government of Yemen within international and regional financing institutions;

  • Representing the Government of Yemen in negotiations, consultations and communications with donor agencies and countries;

  • Negotiating and signing loans and grants provided for Yemen.
