Mr. Ahmed M. SOFAN, Deputy PM and Minister

His Excellency DPM SOFAN holds a B. Sc. in economics and political science and a B.A. in Law and Islamic Jurisprudence.

He began his professional career as a businessman and a prominent member of the business community in Yemen. He moved to civil service in late 1978.

 He’s been appointed as Deputy Prime Minister and Minister of Planning & International Cooperation in June 2003. His civil service professional career also covered the post of Minister for Planning and Development from 1998 through 2002. He occupied the post of President of the General Investment Authority during 1997 through 2000. During 1996 through 1998, he had served as Minister for Industry in the government.

In his present capacity, he is serving as Yemen's governor at several international multilateral organizations including World Bank, Islamic Development Bank.

DPM SOFAN is an elected MP. In April 2003, he was re-elected for a 4th consecutive term in Parliament representing his constituency in Kohlan, Hajja. He had chaired several parliamentary Standing Committees.

Dr. Yahya Y. Almutawakel , Vice Minister of Planning & International Cooperation

Dr. Yahya Y. Almutawakel has a long professional career in the civil service.  He has been appointed Advisor to the Ministry of Planning & International Cooperation, and Acting Vice Minister of Planning & International Cooperation in June 2003 .  He’s also the Poverty Expert and Head of the Poverty Reduction follow up & Monitoring Unit within MPIC.  He’d occupied the post of Planning Expert for the Five-Year National Development Plan and the Poverty Reduction Strategy, Ministry of Planning and Development.  He had working as Advisor to the Minister of Industry; chairs or sits in several permanent specialized committees and boards i.e. industrial estates, small & micro enterprise advisory, developing the industrial sector, the privatization committee, the economic reform program.   His still holds an academic career from 1996 to the present as an Associate Professor, Department of Economics at Sana’a University.

 Born in Sana'a on September 25, 1959,  Dr. Almutawakel holds a Ph.D. in Economics from the University of East Anglia, Norwich – England in 1992,  an M.A. in economics from the University of Maryland - College Park, Maryland - U.S.A in 1986 and a B.A. in economics & political science from Sana’a University- Yemen in 1982.

 His experience included consultancy works for international organizations like the World Bank and United Nations Organizations.  He authored and edited several books and studies on various socio-economic development topics.

Mr. Hisham Sharaf ABDULLAH,  Deputy Minister for International Cooperation

 

Mr. Sharaf has been working in the Ministry of Planning and Development since the 1980's. He's gradually built up an experience in development co-operation. He took up the posts of Director General for International co-operation and became deputy minister for international cooperation in 1998 and continues to hold the post until today.

Mutahar AL-ABBASI, Deputy Minister for Development Plans

Dr. AL-ABBASI joined the Ministry of Planning in 1998 as Deputy Minister for Macro-economic Planning and Studies. In June 2003, he was appointed as Deputy Minister for Development Plans.

Prior to his appointment in the government, he had worked for the United Nations Development Program as a senior economist. He also works as an assistant professor at Sana'a University.

Mr. Abdulla AL-SHATER,  Deputy  Minister for Projects' Programming

Mr. AL-SHATER was appointed as Deputy Minister for Projects' Programming  in June 2003.  He had earlier occupied the post of Assistant Deputy Minister for Projects' Follow-up and Budgeting. 

With a university degree in agriculture economy from Egypt, he  first joined  the Ministry of Planning and Development in 1983.  He occupied several posts in development projects' planning and programming.
